Mayors need to make these zones attractive enough for residents and businesses to move in and stay. One cannot directly build growable buildings without a mod. On the other hand, the residents and businesses that occupy these buildings pay taxes, which is the primary source of income to the city's treasury.īuildings that develop in zones, known as "growables", come in a variety of sizes, however the front of all buildings must be immediately adjacent to the road. Zoning costs nothing of itself, however these roads and other services that buildings require are not inexpensive. Areas up to four squares from a road can be zoned. Zonable areas will be visible when using the zoning tools, divided into small 8×8 m squares. (Ex: Police Station, Fire House, Court House) Municipal - Building/Services owned by government. The fifth type is made up of service buildings that are manually placed: Office – Office zones provide pollution-free jobs for citizens of higher education levels, but it doesn't produce any goods. They can be specialized to take advantage of natural resources. Industrial – Industrial zones provide jobs for people and products for commercial buildings.Commercial – Commercial zones will have shops and other services selling the goods produced in the industrial zones and/or imported.Residential – Residential zones provide houses for people. Each of the first four zones are found in the zoning menu, and each spawn a different type of building: There are five different zone types: residential, commercial, industrial, office, and municipal. When an empty zone is assigned a zone type, buildings will be built there automatically over time (assuming people want to live or do business there). The District tool also features Generic industry option which reverts the specialized industry back to generic industry.Zones allow you to decide where houses, shops and factories will be built. When the policy is set, an icon appear both under the name of the district as well as in the district panel and the zoned industry starts to change to the set industry type. For example, Power Usage policy decreases energy consumption but costs a little extra to the city since it has to set up energy meters and additional equipment to monitor the energy levels in buildings.Ĭities: Skylines features four industrial specialization policies that can be set by accessing the District tool and selecting one of the four policies and then clicking a district. Policies usually have pros and cons depending the nature of the policy. Most of the policies can be set to both the whole city and districts with only the industrial specialization policies requiring always a district to apply it to. Policies are divided into four categories: Industrial specialization, Services, Taxation and City planning. While the city-wide Education boost is a good policy to have, in this particular district is serves no purpose so the next logical step would be to turn it off in this district and any other industrial district while keeping it on for the rest of the city. However, as there are quite many industrial and commercial buildings, its worker amount is relatively high. Since this district has only industry, its population is zero. When a district is created the game automatically gives it a name which can be changed at any point during the game. Districts can be of any size and they can be used to simply create city boroughs that have distinct names like Manhattan and Bronx in New York or they can be used to fine tune a set of aspects from industrial types to the distribution of smoke detectors to lower the risk of house fires. They make for great supporting tools to handle the larger cities that occupy many map tiles.Īt their core districts are areas that the player can create by painting them using the Paint District tool. In addition we wanted to provide the possibility to create specialized industry and connect it to the functionality of what would become the districts.Ĭity and district policies are the natural companion to the creation of districts and they provide the tools to customize what happens in any of the districts, from setting service policies to affecting taxes and city planning such as banning highrise buildings and heavy traffic.īoth the district feature and the different policies unlock as the city grows and the player progresses in the game. In Cities: Skylines we wanted the cities to be big but we also wanted to give the player control over smaller parts of the city and make it possible to customize the different areas as they see fit.
